The Chinese epichlorohydrin sector has suffered significant material harm, and there is a clear causal link between the dumped imports and this damage. Effective from December 28th, importers are required to pay the applicable anti-dumping duties to Chinese customs based on the final determination of the Ministry of Commerce. The duty rates range from 0% to 71.5%, depending on the specific company involved.
This action follows a long process. In December 2004, the Ministry of Commerce initiated an anti-dumping investigation into imports of epichlorohydrin from the aforementioned countries. A preliminary ruling was issued on September 21, 2005, and later, the case was extended until June 28, 2006, as per an announcement made on December 21, 2005.
