The Ministry of Commerce final dumping of epichlorohydrin

The Ministry of Commerce of the People's Republic of China announced on the 28th that it has identified dumping practices involving imported epichlorohydrin from Russia, South Korea, Japan, and the United States. As a result, the government has decided to impose anti-dumping duties on these products starting from the same day. The decision comes after an in-depth investigation revealed that the domestic epichlorohydrin industry has suffered significant harm, with a clear causal link between the dumped imports and this damage. Effective from December 28th, importers of the affected products are required to pay the applicable anti-dumping duties to Chinese customs based on the final rates determined by the Ministry. These duties range from 0% to as high as 71.5%, depending on the country of origin and the specific company involved. This move is expected to help protect the local industry from unfair competition and ensure a level playing field in the market. This is not the first time China has taken action against imported epichlorohydrin. In December 2004, the Ministry initiated an anti-dumping investigation into imports from the aforementioned countries. A preliminary ruling was issued on September 21, 2005, and the case was later extended until June 28, 2006, allowing for further analysis and review before the final decision was made. Epichlorohydrin, classified under HS code 29103000 in China’s Import and Export Tariff, is a colorless, volatile, and unstable oily liquid commonly used at room temperature. It serves as a key raw material in the production of epoxy resins and is also widely applied in various industries, including the manufacturing of synthetic glycerine, nitroglycerin explosives, fiberglass, electrical insulation materials, surfactants, pharmaceuticals, pesticides, paints, rubber compounds, ion exchange resins, plasticizers, and glycerine derivatives. Additionally, it functions as a solvent for cellulose esters, resins, and cellulose ethers. The imposition of anti-dumping duties reflects China’s ongoing efforts to safeguard its domestic markets while maintaining compliance with international trade regulations. This development is likely to have significant implications for both importers and manufacturers involved in the epichlorohydrin supply chain.
