Three petrochemical industry associations in Shanghai, Zhejiang, Anhui, Shandong, Fujian and Jiangsu, various chemical professional associations, some chemical parks and enterprises, and nearly 60 invited representatives from Heilongjiang and Gansu Petrochemical Association have deepened the influence of external input. Against the background of increasing pressure from the economic downturn, we will actively explore ways to adjust the structure and transfer of the petrochemical industry and achieve an effective strategic breakthrough.
East China is a key gathering area of ​​China's petrochemical industry. However, the region has a large population density, limited environmental capacity, and high external dependence on energy resources. The entire region is faced with arduous tasks of transfer.
Li Yongwu, president of the China Petroleum and Chemical Industry Federation, attended the meeting and pointed out that the main body of the transfer is the enterprise, and the government and industry associations at all levels should be effective boosters. The fundamental problem in reversing the success or failure is whether the choice of direction conforms to the law.
At the consultation meeting, the practice of relocating the Jiangsu petrochemical industry attracted the attention of delegates. According to Qin Zhiqiang, president of the Jiangsu Chemical Industry Association, after the Cyanobacterial event in Taihu Lake in 2007, the petrochemical industry in Jiangsu began to rectify the irrational structure of “partial investment†in the past and implement a strategic transition to a low carbon green chemical industry. Especially in the area of ​​Suzhou, Wuxi and Changzhou, after two rounds of special chemical remediation, 5684 companies were shut down. At the same time, a number of successful companies have emerged, such as the implementation of the trans-regional strategy of the Suhua Group, which will “focus on the northâ€. During the “Twelfth Five-Year Plan†period, the Jiangsu petrochemical industry will use the existing 70 chemical industry parks and agglomerations as carriers to actively deploy emerging industries, accelerate the pace of industrial structure upgrades, and extend industrial technologies to high-end areas.
Hao Yuhua, secretary-general of the Shanghai Chemical Industry Association, introduced the experience of Shanghai Petrochemical industry transfer, mainly developing three petrochemical bases, upgrading the grades of the seven petrochemical sub-industries, and expanding the implementation of the contract energy management system. Liu Yan, president of the Shandong Petrochemical Industry Association, said that the petrochemical industry in Shandong Province has incorporated the concept of responsible care in the transfer process, and that it is first to be profitable and social responsibility first.
In the exchanging experiences, the heads of petrochemical associations in Zhejiang, Anhui, and Fujian provinces all considered that industrial transfer is one of the effective ways to transfer the eastern enterprises. Zhang Xu, secretary-general of the Zhejiang Petrochemical Association, reminded that while seeing the advantages of raw material resources in the western region, eastern enterprises must also foresee the rising water resources, electricity, and logistics prices.
