The list of commercial vehicles recommended by the Ministry of Communications was exposed by FAW, and the Dongfeng was caught

At the end of April, the Ministry of Communications announced the first 24 models of road freight vehicles and car trains. Since April 20, 2005, the Ministry issued a "Circular on the Release of Working Rules for Recommended Cars for Freight Vehicles and Automobile Trains" (Gao Jiaofa [2005] No. 170), commonly referred to as the "Notice." This initiative was in effect for a full year, and finally, the "Recommended Car Models" were officially recognized. From that point on, these models would be marked with an aluminum license plate, featuring two lines of red text: “Recommended Car” and “Ministry of Communications of the People’s Republic of China.” What is surprising is that two major truck manufacturers—FAW Jiefang Automobile Co., Ltd. and Dongfeng Motor Co., Ltd.—were not included in the list. This new license plate may significantly reshape the landscape of medium and heavy trucks and even the entire truck industry. **Recommended Models for Overload Management** The introduction of recommended models is expected to have a significant impact on the industry. Futian has pledged to continue strengthening its sales and after-sales service network. Although only one model was selected, Zhao Jingguang, deputy secretary of the Beijing Futian Party Committee and press spokesperson, expressed satisfaction. In addition to Beiqi Foton, the remaining 23 models came from three companies: China Heavy-Duty Truck Group (8 models), CIMC Vehicle Group (7 models), and Inner Mongolia First Machinery Manufacturing (8 models). However, neither FAW Jiefang nor Dongfeng appeared on the list. According to the "Notice" issued by the Ministry of Communications last year, any freight vehicle manufacturer that is registered in the national automobile product announcement and meets the requirements of Article 3 of the rules can voluntarily apply for their models to be listed as "recommended." To qualify, manufacturers must submit an application form, product announcements, model information from 3C certification, photos of the recommended models, and test reports along with copies of mandatory inspection reports to the Ministry of Transport's Car Trailer Quality Supervision, Inspection, and Test Center. After receiving the materials, the center will conduct a preliminary review within three days and organize on-site inspections and tests within 30 days. The Ministry of Transport stated that this move aims to "oversee overload from the source and enhance transport safety," playing an active role in addressing overloaded trucks. On April 19, the Ministry of Communications led nine ministries, including the Ministry of Public Security, the National Development and Reform Commission, and the Central Propaganda Department, to re-administer overload control and issued the "Notice on the National Supervisory Tasks in 2006." At the same time, the General Office of the State Council issued the "Circular on Strengthening the Control of Overloading and Overloading of Vehicles" (Guobanfa [2005] No. 30), emphasizing the need to completely solve the issue of "large-tonnage small-scale vehicles." **FAW and Dongfeng Miss the Opportunity** It seems that both FAW Jiefang and Dongfeng did not take the declaration seriously. According to informed sources, "Frankly speaking, FAW and Dongfeng did not file a declaration." Zhu Jiefei, director of the President’s Office at Dongfeng Limited, said, "I don’t know. It's a small matter." He added, "We are busy going offline and going public (referring to the May 18 launch of the Dongfeng Tianlong heavy truck)." In fact, even if Dongfeng had submitted an application, the Tianlong heavy truck wouldn't meet the speed requirements of the recommended models. According to reports, the first batch of "recommended freight cars and car trains" exceeded the maximum speed of 100 km/h, while most domestic heavy trucks currently have a top speed of around 90 km/h. The Tianlong model only reaches 90 km/h. **Industry Experts See Big Implications** Many industry experts do not consider this a minor issue. According to documents from the Ministry of Transport, transportation departments, road management agencies, and road transportation authorities should support the recommended models. In terms of market access, priority should be given to licensing, and certain concessions in fee collection should be made. Beyond tangible benefits like tolls and access, experts believe the psychological impact on consumers is significant. The Ministry of Communications carries strong influence over consumer perception. More importantly, having a "recommended car" license is like getting a "special permit" for driving. According to regulations, traffic enforcers are not allowed to randomly check, detain, or fine these vehicles, and they should provide convenience for rapid passage during overload inspections. FAW Jiefang and Dongfeng may soon face challenges. Meng Jiefang, manager of the FAW Jiefang Marketing Department, stated that FAW Jiefang will communicate with relevant departments of the Ministry of Communications. **Market Shake-Up in Heavy Trucks?** The Ministry of Transport’s move could act as a "clean-up" for the already struggling truck market. According to data from the China Association of Automobile Manufacturers, after experiencing the steepest decline in eight years in 2005, the truck market remained sluggish in the first quarter of this year. Total production reached 451,062 units, with sales of 421,211 units, showing a 5.37% and 5.5% increase year-on-year. However, growth was mainly driven by micro-cars and light trucks. In the heavy truck segment, sales dropped by 20.38% and 9.11% year-on-year. The heavy-duty card market is undergoing a major transformation. Based on the first-quarter sales, FAW Jiefang ranked first in heavy trucks with 14,709 units sold. China National Heavy Duty Truck followed with 14,116 units. The other companies had much lower outputs. Experts suggest that once Sinotruk obtains the "recommended car" license, it may surpass FAW Jiefang in sales. The strength of the four companies recommended by the Ministry of Transport is formidable. For example, Beiqi Foton, introduced from Auman, has been performing well in heavy truck sales, ranking first. Other companies also have strong financial backing and are among the top ten in medium and heavy truck sales. Experts predict that the combination of recommended model production and preferential policies from the Ministry of Communications will accelerate the reshuffling of the medium- and heavy-duty truck industry. If FAW Jiefang and Dongfeng fail to pay attention to the recommended models, the top position may change within a year or two. Abandoning a recommended model is equivalent to giving up the "Special Pass" from the Ministry of Communications.
