Overcapacity goes a long way
Li Jun pointed out that at present, the whole industry is still on the one hand, capacity expansion momentum continues to grow. On the other hand, the withdrawal of production capacity has been difficult and has become the top issue affecting the sustainable development of the chlor-alkali industry. According to reports, in 2010, China's newly added caustic soda production capacity was 2.28 million tons, while in the first half of 2011, it added 2.67 million tons of new production capacity. In 2010, China added 2.26 million tons of PVC production capacity, and added another 1.185 million tons in the first half of 2011. . The newly released guidance list for industrial structure adjustment this year clearly stated that the new caustic soda production unit shall be restricted and a new acetylene process polyvinyl chloride unit shall be established. In 2015, the diaphragm caustic soda production unit shall be eliminated. However, in 2010, the domestic diaphragm production capacity of caustic soda production reached 4.74 million tons. In the first half of 2011, it only withdrew 295,000 tons of production capacity, accounting for 6% of the total production capacity, which means that 4,445,500 tons of diaphragm caustic soda production capacity should be eliminated in the next four years. “Behind this severe data, it will become unknown if the backward production capacity can be withdrawn as scheduled.” Li Jun said.

It is understood that in recent years, the average growth rate of China's chlor-alkali industry capacity is about 20%. As of the first half of this year, the total domestic caustic soda production capacity has reached 32.88 million tons/year, and PVC has reached 21.615 million tons/year. The contradiction between the rapid expansion of production capacity and the low operating rate is extremely prominent. Since 2008, the operating rate of the caustic soda industry has been below 80% for 4 consecutive years, and PVC has been below 60% for 4 consecutive years.

According to reports, in 2011, the central and western PVC production capacity was 9.16 million tons, accounting for 45% of the country's total production capacity, which was an increase of 2% from 2010. Rising resource prices are constrained by traditional advantages With the rising prices of raw materials and the adjustment of resource tax policies, the traditional resource efficiency advantages of China's chlor-alkali industry are being challenged. According to the financial report data of some chlor-alkali listed companies, the average gross margin of the industry in the first half of this year was 14.6%. Among them, the large-scale chlor-alkali industry base for the implementation of the integration of recycling economy, in the first half of the year, energy and raw material costs continued to rise, Its profitability is still at the forefront of the industry.
