The people on both ends of the "decapitation road" are eagerly looking forward to these roads as soon as possible. The reporter learned from the Hubei Provincial Department of Transportation that 17 "deep" highways have now set an opening schedule.

"Decapitated Road" forms intestinal obstruction

From Yingshan Willow Toll Station, the last toll station of the Wuying Expressway, it took about 10 minutes to reach Maple Ridge. The end of the Wuying Expressway is under this mountain. The reporter saw that there was a tunnel at the end of the road, but the tunnel had been sealed up by bricks and the entrance was overgrown with weeds.

Wang Jun, chief of the toll collection and inspection section of Huanghuang Expressway Management Office, told the reporter that the tunnel is located in the borders of Hubei and Anhui provinces. It was repaired by more than 200 meters from Hubei Province, and the rest was built by the Anhui Province, but it has not been started. The road became a "broken road" and it was difficult to make a difference.

At Yingshan County's toll station, Mr. Zhao told reporters that he would go to Hefei, but because the Wuying Expressway did not get through, he could only bypass Huangmei first. If the Wuying Expressway opened, it would save at least 2 hours.

Wang Jun said that because it was a "broken road," the expressway did not cross the road. Only the vehicles whose destination was several places along the route had a traffic flow of about 3,000 vehicles per day, and large vehicles accounted for only 10%. In the same way, it is the Wuma Expressway leading to Anhui, because the entire line is connected, and the east can go to Nanjing and Shanghai. The traffic volume is very large. There are about 8,000 vehicles a day, and large vehicles account for 70%.

The embarrassment of the Wuying Expressway also occurred on more than a dozen of the “broken-head” expressways at the junction of the four provinces of Hubei, Hunan, and Guizhou.

Inter-provincial cooperation is easy

In early 2012, the leaders of the Ministry of Transport and Hubei Province formed a strategic consensus on the construction of Hubei as a “overpass of the motherland” at the symposium on joint construction, and clarified the seven issues supporting the establishment of an integrated transport demonstration zone in the middle reaches of the Yangtze River. .

On February 4, 2012, the heads of transportation and transportation departments of Hubei, Hunan, and Jiangxi provinces gathered in Wuhan and signed the Letter of Intent for Promoting the Establishment of an Integrated Transport Demonstration Zone in the Middle Reaches of the Yangtze River. The opening of the “breaking road” in the province was listed as the first step in the docking of key projects in the four provinces. On May 31, 2012, the four provinces' transportation departments once again gathered in Xianning, Hubei, and jointly finalized the opening and opening schedule of 18 inter-provincial channels.

In order to promote the implementation of the project, the Hubei Provincial Department of Transportation will open 18 inter-provincial “breakaway roads” into the “Twelfth Five-Year Plan” key projects. The main leaders will take the lead, and the five leaders will be responsible for the division and lump sum to fully strengthen the inter-provincial cooperation. cooperation. In accordance with the principle of "difficulty first, difficulty after reserving differences, seek common ground while reserving differences", the transportation departments of various provinces have increased their funding and policies. At the same time, local governments actively supported and facilitated the planning, land acquisition, demolition, and other aspects, and accelerated the project to enter the substantive construction phase.

At the end of 2012, Jiangxi Feng (New) Copper (Drum) Expressway and the Hunan (Weishan) Liu (yang) Expressway successfully docked, and 18 provincial “breakaways” achieved a zero breakthrough. At present, the construction of the Hubei Xian (Ning) Tong (Shan) Expressway has entered the sprint phase. After the completion of the end of the year, it will be connected with the Pingjiang County in Hunan. The Jiujiang Yangtze River Highway Bridge between Hubei and Jiangxi will also be opened to traffic during the year.

According to the plan, the remaining 17 inter-provincial "drag roads" will be successfully docked in the three years after the "Twelfth Five-Year Plan." By then, the “three-hour intercity traffic circle” between the Wuhan City Circle, the Changsha-Zhuzhou-Xiangtan City Cluster, the Lancang River City Belt, and the Poyang Lake Ecological Economic Zone among the urban clusters in the middle reaches of the Yangtze River will be more smooth, and the industry will be accelerated with traffic integration. Integration, market integration, tourism integration, and environmental protection integration will be powerfully driven by the economic and social development of the urban agglomerations in Wuhan, Changsha, Hefei and Nanchang, and the 39 central cities.

For provinces that have not yet achieved docking, the province will explore flexible pricing and increase highway freight traffic. In addition, in order to avoid the recurrence of provincial “breaking roads” in the future, the transportation authorities of the four provinces will use the demonstration area of ​​the integrated transportation of urban agglomerations in the middle reaches of the Yangtze River as the focus and breakthrough to explore the establishment of simultaneous planning and simultaneous implementation of transportation projects. The mechanism will speed up the promotion of regional traffic integration and play a leading and supporting role in constructing the Middle Triangle and creating growth poles.
