Zhao Jungui, vice president and secretary-general of the China Petroleum and Chemical Industry Federation, pointed out in his speech that at present, large but not strong is becoming a major contradiction in the petrochemical industry; the rising prices of resources, land, labor, and other factors have become constraints to the rapid development of the industry; The increase in energy consumption, safety and environmental standards will become a bottleneck for the development of the industry. At the same time, the pressure of international competition in the industry is increasing, and the task of building soft power is increasingly urgent.
Zhao Jungui stressed that this year the petrochemical association will focus on three energy-saving tasks. The first is to establish a leading system for the release of leaders in the energy efficiency of key energy-consuming products in the petrochemical industry. A total of 12 key products, including ammonia, methanol, and caustic soda, were initially selected, and energy consumption indicators of relevant manufacturers were statistically analyzed and compared. The top three energy efficiency leaders were issued on a regular basis. The second is to strengthen the formulation of energy consumption limit standards for key energy-consuming products. Third, vigorously carry out the training of enterprise energy management personnel and do a good job in the construction of enterprise energy management centers.
Yang Tiesheng, deputy director of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology, said that the effectiveness of energy conservation in the petrochemical and chemical industries is directly related to the realization of industrial and national energy conservation goals. In recent years, the energy consumption in the petrochemical and chemical industries has been large, and pollutants have been generated. In seven sub-sectors including oil refining, ethylene, synthetic ammonia, methanol, chlor-alkali, calcium carbide and pesticides, the Ministry of Industry and Information Technology has conducted energy-saving and emission-reduction technology assessment and application research. During the “Twelfth Five-Year Plan†period, it will also vigorously promote the energy conservation and emission reduction of the petrochemical and chemical industries, mainly optimizing stocks, controlling incrementals, implementing industrial energy efficiency improvement plans, and developing low-carbon development strategies centered on improving energy efficiency.
It is understood that the “12th Five-Year Plan†for industrial energy conservation proposes that by 2015, the energy value added value of petrochemical and chemical industries above designated size will be reduced by 18% and 20%, respectively, compared with 2010.
