Weakening of management is the biggest weakness of the chemical industry

When analyzing the reasons for the increase in production safety accidents in the hazardous chemicals industry, the Deputy Director of the State Administration of Work Safety, Sun Huashan, pointed out that the weakening of industry management is an objective cause of multiple hazardous chemical accidents. This reporter learned from the accident briefing held by the State Administration of Work Safety on December 25.
According to figures released by the State Administration of Work Safety at the meeting, from January to November this year, the number of deaths from dangerous chemical accidents in the country increased by 10.4% year-on-year, which is one of the few industries in the country that have seen accidents rise this year. In recent years, the safety accidents of hazardous chemicals across the country have also shown an upward trend. Dangerous chemicals have become the second most common area of ​​accidents after coal mines.
When deciding on the weakening of the management of hazardous chemicals industry, Deputy Director Sun Huashan specifically analyzed four issues:
First, the lack of overall planning and industry guidance in the development of the chemical industry led to blind expansion and the establishment of a group of small chemical companies with large pollution, high energy consumption, and unsafe security. Due to the low design standards and poor management levels, operators lacked the necessary basic knowledge of chemical production and safety, and these small chemical companies have many accidents.
Second, because there is no industry development plan, the layout of chemical companies is irrational, resulting in a large number of dangerous chemical production sites far from the market, a large number of dangerous chemicals by long-distance road transport. And because there is no market for supply and demand information services, the same kind of hazardous chemicals are transported across the land.
Third, because there are no chemical industry management departments, many existing chemical industry design specifications and standards have not been revised in a timely manner, and the actual requirements for standards and standards are missing, resulting in low barriers to entry for the chemical industry. The “7·28” explosion accident caused the Yangshan Fluorine Source Chemical Co., Ltd. of Sheyang County, Jiangsu Province to be established without approval, and the production process has not been scientifically verified, and the construction project has not been subjected to the design review and safety acceptance. The construction of low-standard construction starts and trial production has been completed, resulting in tragic accidents.
Fourth, due to the poor foundation of China's chemical industry, most chemical companies are small in scale, low in concentration, and poor in equipment. There is still a big gap compared with developed countries. For example, the output of caustic soda in the United States is 12.7 million tons per year, which is roughly equivalent to 12.4 million tons of caustic soda production per year in China. However, there are only 30 chlor-alkali enterprises in the United States, and there are more than 200 chlor-alkali enterprises in China. The production of caustic soda in some small chlor-alkali enterprises in China is only 5,000 tons per year, the production scale is small, the number of dangerous sources is large, and the energy consumption is high, the pollution is large, the level of automation is low, the level of safety management is poor, and the risk of accidents is large.
