Developing chemical projects along the river, along rivers, along lakes, and along the coast is a reasonable approach to making full use of resources, and is a common practice in all countries of the world. As the chemical industry has the characteristics of large water consumption, large throughput, and large transport volume, its international business deployments are generally along the coast of the river in order to take advantage of this advantage and reduce logistics costs. The development of chemical industry does not necessarily mean that it will bring about pollution. A number of chemical companies were concentrated on the Rhine River in Germany. At one time, the pollution was very serious. Later, due to the attention from the state to the enterprises, the investment in environmental protection was increased and a series of measures was adopted. Now the water quality of the river has reached the standard of drinking water. In recent years, Jiangsu Province in China has implemented a strategy for development along the Yangtze River and a series of new chemical projects have been established on both sides of the Yangtze River. However, due to environmental protection while developing the economy, the water quality of the Yangtze River remains at Level II. The sewage pass rate in the river has increased by 6.7% from the previous year.

In the development of chemical industry, China's current practice is to allow qualified companies to become bigger and stronger, or to concentrate the company into chemical parks, which should be said to be conducive to environmental protection. With a centralized enterprise layout, it is possible to centralize environmental protection measures, reduce the cost of pollution control, and make environmental protection more secure. As long as we do not take the old road of pollution first, the layout and control of the chemical industry should proceed from an objective reality and be rational.

In fact, rational treatment of the chemical industry has also become more and more people's consensus. Jiangsu Province recently organized the investigation of environmental risks of chemical companies. The relevant officials of the Provincial Environmental Protection Bureau emphasized that the items included in the scope of inspections are not necessarily the ones with problems. The purpose of environmental risk investigation is to check the implementation of corporate environmental standards, early detection of hidden dangers, and help companies to better solve problems. In doing so, it is not only responsible to the people but also responsible to the enterprise.
